　27日早朝のシドニー市場で、円相場は前日の東京市場でつけた高値の86円29銭を突破すると、損失確定のドル売りを巻き込みながら一気に84円台まで上昇。1995年７月上旬以来の高値を付けた。

ということですが、その原因は、

によると

アラブ首長国連邦（ＵＡＥ）のドバイ首長国で政府系開発会社が資金繰り難に陥り、関係が深い欧州系金融機関の先行き不安が高まって、ユーロが売られ、円に資金が逃げ込んだためだ。オイルマネーを元手に急成長してきたドバイ発の金融不安は「ドバイショック」として世界を駆けめぐり、日本も揺さぶった。

　国民の皆さん
　私は今日、厳粛な思いで任務を前にし、皆さんの信頼に感謝し、我々の祖先が払った犠牲を心にとめて、この場に立っている。ブッシュ大統領が我が国に果たした貢献と、政権移行期間に示してくれた寛容さと協力に感謝する。
　これまで、４４人の米国人が大統領としての宣誓を行った。その言葉は、繁栄の波と平和の安定の時期に語られることもあったが、暗雲がたれ込め、嵐が吹きすさぶただ中で行われた宣誓もあった。こうした試練の時に米国が前進を続けられたのは、政府高官の技量と展望だけでなく、「我ら（合衆国の）人民」が、先達の理想と、建国の文書に忠実でありつづけたためでもある。
　それが我々の伝統だった。我々の世代にとっても、そうありつづける。

●恐れよりも希望

　だれもが知る通り、我々は重大な危機にある。わが国は（イラクやアフガニスタンで）戦争状況にあり、敵は憎悪と暴力のネットワークを持っている。経済状況も悪く、その原因は一部の人々の貪欲（どんよく）さと無責任さにあるものの我々は困難な選択を避け、次世代への準備にも失敗している。
　多くの人々が家を職を失い、企業も倒産した。健康保険制度もカネがかかりすぎ、多くの学校（制度）も失敗した。毎日のように、我々のエネルギーの使い方が敵を強め、地球を危険に陥れている証拠も挙がっている。
　これがデータや統計が示した危機だ。全米で自信が失われ、アメリカの没落は必然で、次の世代は多くを望めない、という恐れがまん延している。
　今日、私は我々が直面している試練は現実のものだ、と言いたい。試練は数多く、そして深刻なものだ。短期間では解決できない。だが知るべきなのはアメリカはいつか克服するということだ。
　この日に我々が集ったのは、恐れではなく、希望を選んだためで、争いのかわりに団結を選んだからだ。
　この日、我々は実行されない約束やささいな不満を終わらせ、これまで使い果たされ、そして政治を長いこと混乱させてきた独断などをやめる。それを宣言するためにやって来た。

●不朽の精神確認

　我々はいまだ若い国家だ。だが、聖書の言葉を借りれば「幼子らしいこと」をやめる時が来た。我々が、不朽の精神を再確認する時がきた。より良い歴史を選ぶことを再確認し、世代から世代へと受け継がれた高貴な理想と貴重な贈り物を引き継ぐ時が来た。それはすべての人々は平等、自由で最大限の幸福を追求する価値があるという、神の約束である。

　我々のために、彼らは額に汗して働き、西部に住み着き、鞭（むち）打ちに耐え、硬い土地を耕してきた人々だ。
　我々のために、彼らは（米独立戦争の戦場の）コンコードや（南北戦争の）ゲティズバーグ、（第二次世界大戦の）ノルマンディーや（ベトナムの）ケサンで戦い、死んだ人々だ。
　歴史の中で繰り返しこうした男女がもがき、犠牲を払い、我々がよりよい生活を送れるように苦労してきた。彼らは、米国が我々の個人的な希望の集大成よりも大きい存在だと思っていた。生まれや富、党派の違いより偉大だと思っていたのだ。

●市場は監視必要

　この旅を今日、我々は続けている。我々は今でも地上で最も繁栄し強力な国だ。我々の労働者は今回の危機が始まった時と同様、生産性は高い。発明心に富み、商品やサービスは先週、先月、昨年と同様に求められている。
　我々の能力は落ちていない。だが、過去に固執し、狭い利益しか守らず、面倒な決定は後回しにする時代は終わった。今日からは、我々は立ち上がり、ほこりを払い、アメリカ再建の仕事に取りかからねばならない。
　どこを見回してもすべき仕事がある。経済状況は、大胆で迅速な行動を求めている。我々は新しい職場の創造だけでなく、成長のため新しい基盤を作らねばならない。
　我々は道路や橋、電線やデジタル通信網をつくり、我々の商業を支え、我々の結びつきを強めなければならない。我々は科学を本来あるべき場所に引き戻し、技術を活用し医療の質を引き上げると共にコストを下げる。
　太陽、風や土壌を使って我々の自動車の燃料とし、工場を動かす。我々の学校や単科大、大学を新たな時代の要請にあわせるようにする。これらすべてが我々には可能だ。これらすべてを我々は実行するのだ。
　我々の志の大きさに疑問をはさむ人もいる。我々のシステムでは大きすぎる計画は達成できないという人々だ。彼らは覚えていないのだ。彼らはすでにこの国が成し遂げたことを忘れているのだ。想像力が共通の目的に出会った時、必要が勇気と出会った時、自由な男女に達成できることを忘れているのだ。
　皮肉屋が理解できないのは、彼らの下で大地が動いたということだ。我々をあまりに長期間、消耗させた使い古しの政治論議はもはや適用されない。今日、我々が問うのは、政府が大きすぎるか小さすぎるかではなく、機能しているかどうかだ。家庭が人並みの収入を得られるよう仕事を見つけ、威厳をもって引退できるよう助けているかどうかだ。
　答えが「イエス」の施策は継続する。「ノー」の施策は廃止する。公金を預かる我々は、説明責任を果たさなければならない。適切に支出し、悪い習慣を改め、誰からも見えるように業務を行う。それによって初めて、国民と政府の間の重要な信頼を回復できる。
　市場が正しいか悪いかも、我々にとっての問題ではない。富を生み出し、自由を拡大する市場の力は比肩するものがない。だが、今回の金融危機は、注意深い監視がなされなければ、市場は制御不能になり、豊かな者のみを優遇する国は長く繁栄することはできないことを我々に気付かせた。
　我々の経済の成功は国内総生産の規模だけでなく、繁栄が享受される範囲や、望む人すべてに機会を広げる能力にかかってきた。慈善としてでなく、公共の利益に通じる最も確実な道としてだ。

●安全は自制から

　我々の防衛一般に関しては、我々の理想と安全のどちらかを選ぶという間違った考えを拒絶する。建国の父らは、想像もできないような危険に直面しながら、法の支配と人権を確約する憲章を起草し、それは何世代もの血で拡大されてきた。これらの理想はいまだに世界を照らし、我々は方便のためにこれらをあきらめることはない。
　だから、我々を今見ている他の民族や政府に対して言いたい。巨大な都市から、私の父が生まれたような最も小さな村まで、米国は平和で尊厳ある将来を求めるすべての国々とすべての男女、そして子どもの友人であり、もう一度、指導力を発揮する用意があることを知ってほしい、と。
　先人がミサイルや戦車を使うのみならず、信念と確固たる同盟をもってファシズムや共産主義に勇敢に立ち向かったことを思い出そう。先人は軍事力だけが我々を守るのではないことや、またそれを好き勝手に使えないことを知っていた。

　イスラム世界との関係では、互いの利益と互いの敬意を基本として共に歩む方法を探す。対立をあおったり、国内の社会問題が生じた責任を西側世界に押しつけようとする指導者たちよ、何を壊すかでなく、何を築けるかで、国民に評価されることを知るべきだ。
　腐敗、策略、口封じで権力にしがみつく指導者たちは、大きな歴史の過ちを犯していることを知るべきだ。しかし、その握りこぶしをほどくならば、我々も手を差し伸べる。
　貧しい国々の人々には、我々が一緒に汗を流すことを約束する。農地が豊かになり、きれいな水が流れるようにし、空腹を満たすとともに、飢えた心も満たす。そして我々のように比較的豊かな国々は、国外での苦しみに無関心でいたり、影響を気にとめずに、地球の資源を浪費はできない。世界は既に変革しており、我々もそれに合わせて変わらなければならない。

●意志が運命決定

　我々が誰なのか、我々がどれほど遠くまで旅してきたか。今日という日を、それを記憶に刻む日にしよう。

●嵐にも耐えよう

　アメリカ建国の年、最も寒かった時、愛国者たちは氷で覆われた川岸で、たき火のそばに寄り添い合った。首都は見捨てられ、敵は進軍し、雪は血で染まった。独立革命が本当に実現するか不確かな時、建国の父たちは、この言葉を読むよう求めた。
　「未来の世界に語られるようにしよう。厳寒の中で希望と美徳だけが生き残った時、共通の脅威にさらされた国や地方が前に進み、それに立ち向かうと」
　アメリカよ。共通の脅威に直面した非常に困難なこの冬に、これら永遠の言葉を忘れないでいよう。希望と美徳をもって、この氷のような冷たい流れに勇敢に立ち向かおう。そしてどんな嵐が来ようとも耐えよう。

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.

This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions – that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

We will restore science to its rightful place, and wield technology’s wonders to raise health care’s quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

Now, there are some who question the scale of our ambitions – who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public’s dollars will be held to account – to spend wisely, reform bad habits, and do our business in the light of day – because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control – and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart – not out of charity, but because it is the surest route to our common good.

And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more.

What is required of us now is a new era of responsibility – a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

I was never the likeliest candidate for this office. We didn’t start with much money or many endorsements. It was built by working men and women who dug into what little savings they had to give $5 and $10 dollars and $20 to this cause. It grew strength from the young people who rejected the myth of their generation’s apathy — who left their homes and their families for jobs that offered little pay and less sleep. It drew strengh from the not-so-young people who braved the bitter cold and scorching heat to knock on the doors of perfect strangers, and from the millions of Americans who volunteered, and organized, and proved that more than two centuries later, a government of the people, by the people and for the people has not perished from this Earth. This is your victory.

Now, I know you didn’t do this just to win an election and I know you didn’t do it for me. You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime; two wars, a planet in peril, the worst financial crisis in a century. Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us. There are mothers and fathers who will lie awake after their children fall asleep and wonder how they’ll make the mortgage, or pay their doctor’s bills, or save enough for their child’s college education.

There’s new energy to harness and new jobs to be created, new schools to build and threats to meet and alliances to repair.

The road ahead will be long. Our climb will be steep. We may not get there in one year or even one term, but America, I have never been more hopeful than I am tonight that we will get there. I promise you: we as a people will get there.

There will be setbacks and false starts. There are many who won’t agree with every decision or policy I make as President, and we know that government can’t solve every problem. But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And above all, I will ask you join in the work of remaking this nation the only way it’s been done in America for 221 years — block by block, brick by brick, calloused hand by calloused hand.What began 21 months ago in the depths of winter cannot end on this autumn night. This victory alone is not the change we seek; it is only the chance for us to make that change.

　出だしのつまずきや失敗はあるだろう。大統領としての私の決定や政策のすべてに必ずしも賛成しない人もたくさんいるだろう。政府があらゆる問題を解決することはできないことも我々は知っている。

Let us remember that if this financial crisis taught us anything, it’s that we cannot have a thriving Wall Street while Main Street suffers – in this country, we rise or fall as one nation; as one people.

　今回の金融危機が何かを教えてくれたとしたら、町の大通りが疲弊しているときにウォール街だけが栄えていることはできないということだと思いだそう。

Let us resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long. Let us remember that it was a man from this state who first carried the banner of the Republican Party to the White House — a party founded on the values of self-reliance and individual liberty, and national unity. Those are values we all share, and while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress.

　この国では、我々は一つの国家、つまり一つの国民として栄えたり衰退したりする。長い間この国の政治を害してきた狭量で未熟な党派主義に戻ろうという誘惑に耐えよう。

And to all those who have wondered if America’s beacon still burns as bright — tonight we proved once more that the true strength of our nation comes not from our the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity, and unyielding hope.

This election had many firsts and many stories that will be told for generations. But one that’s on my mind tonight is about a woman who cast her ballot in Atlanta. She’s a lot like the millions of others who stood in line to make their voice heard in this election except for one thing – Ann Nixon Cooper is 106 years old.

And tonight, I think about all that she’s seen throughout her century in America – the heartache and the hope; the struggle and the progress; the times we were told that we can’t, and the people who pressed on with that American creed: Yes we can.

When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs and a new sense of common purpose. Yes we can.

She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that "We Shall Overcome." Yes we can.

A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination. And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change. Yes we can.

　人類が月に到達し、ベルリンの壁が崩壊し、世界は科学と想像力でつながった。
　そして今年、この選挙で彼女は指で画面に触れて一票を投じた。１０６年の生涯で良いときも暗い時代も経験し、彼女は米国がいかに変化するかを知っているからだ。我々はできるのだ。

America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves – if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see?
